José Miguel Marchena

CEO

José Miguel Marchena serves as Chief Executive Officer of Harson University, where he provides strategic leadership for the university’s institutional development, academic growth, transformation, and accreditation efforts. His career has been built at the intersection of strategy, higher education, and innovation, with experience developing academic initiatives, modernizing educational offerings, and leading projects that connect institutions with emerging market and workforce needs.

He also serves as Innovation Manager at ISIL, where he leads curriculum renewal, new educational models, and initiatives focused on the future of learning. Marchena holds a master’s degree in Innovation and Digital Transformation from the Universitat Oberta de Catalunya in Spain, has completed executive education programs at IESE Business School in Spain and INCAE Business School in Costa Rica, and is pursuing a Doctorate in Higher Education at Universidad de Palermo in Argentina.

Rogerio Moreira

Executive Director

Rogerio Moreira serves as Executive Director of Harson University, where he holds overall executive accountability for the institution’s academic, administrative, and financial operations. He provides strategic direction for institutional effectiveness and long-term sustainability, ensuring cohesion between all operational and academic functions. He also represents the university before accrediting agencies, regulatory bodies, and external stakeholders.

He brings more than two decades of experience in higher education, with an extensive background in academic affairs, institutional management, and online and hybrid education. Throughout his career, he has led the development and expansion of undergraduate and graduate programs, managed large faculty and academic support teams, and implemented initiatives focused on curriculum quality, student retention, educational technology, and continuous improvement. Reynaldo Flores Linares

Operations Manager

Reynaldo Flores Linares serves as Operations Manager at Harson University, where he is responsible for regulatory and accreditation compliance oversight across all institutional areas. He identifies, monitors, and communicates the compliance requirements and regulatory obligations that each area of the institution must fulfill, serving as the central reference point for process adherence and institutional readiness. He tracks pending compliance actions, coordinates cross-functional regulatory efforts, and ensures that all departments remain informed and aligned with applicable accreditation standards and regulatory frameworks.

He also serves as Project Director and faculty member at ISIL, where he leads strategic projects and teaches courses related to innovation, value creation, creativity, and research methodologies. Previously, he held innovation and digital transformation roles at Farmacias Peruanas and Belcorp. Flores holds a bachelor’s degree in Industrial Engineering from the Pontificia Universidad Católica del Perú, an MBA from Harson University, and a master’s degree in Innovation and Entrepreneurship from OBS Business School in Spain. He has also completed specialized studies in human resources, business analytics, and information management.

Marcela Muñoz

Associate Dean

Marcela Muñoz serves as Associate Dean at Harson University, where she provides comprehensive leadership over all academic processes and student services. Her oversight spans the complete student journey—from initial enrollment and academic advising through active academic life, graduation, and alumni engagement—ensuring quality, continuity, and institutional effectiveness at every stage. She leads academic affairs, faculty coordination, curriculum oversight, student success, and retention strategy, working closely with the Executive Director to align all academic and student-centered operations with the university’s mission and accreditation standards.

Brings extensive experience in academic management, project leadership, quality assurance, and higher education. Throughout her career, she has led academic operations, faculty coordination, curriculum planning, accreditation processes, student retention initiatives, and the automation and digitalization of institutional processes. She has also taught courses in Industrial Engineering, Information and Communication Technologies, Management Information Systems, and Business Strategy. Muñoz holds a degree in Industrial Engineering with an emphasis in Logistics from Pontificia Universidad Javeriana and a Global MBA from ADEN University. She has completed specialized studies in artificial intelligence, higher education teaching, management, and business intelligence project management, and is currently pursuing a Doctor of Business Administration at ADEN University.
